So we know all you natural gas customers are scrutinising your power bills with a real fine-toothed comb. The rate looks good, you&#8217;ve locked in the best provider&#8230; But wait! What\u2019s this dang <strong>AGL<\/strong> pass through charge? Why am I paying it? And who\u2019s <strong>AGL<\/strong> anyway? Let\u2019s have a look\u2026<\/p>\n\n\n\n<h3>Why This Charge if I&#8217;m not Using Gas?<\/h3>\n\n\n\n<p>The thing to remember as a natural gas customer is that you&#8217;re not just paying for the gas you use. You&#8217;re also paying to get the darn stuff to your house! And that&#8217;s the job of <strong>Atlanta Gas Light (AGL)<\/strong>, who owns and operates the natural gas pipeline network. Subsequently, they pass on some of their operational costs between the people who benefit from their infrastructure.\u00a0That includes you, the customer!<\/p>\n\n\n\n<p>Now for efficiency&#8217;s sake, <strong>AGL<\/strong> doesn&#8217;t send that cost to you in a whole separate bill. Instead they send it to your provider, who \u2018passes it through\u2019 to you by tacking it onto your monthly bill. Hence, \u2018pass through charge\u2019 &#8211; although you might see it referred to as a base charge, or an <strong>AGL<\/strong> charge. <\/p>\n\n\n\n<p>But you won\u2019t see a detailed breakdown of these operational costs in your bill. So let\u2019s take a look at them here.&nbsp;<\/p>\n\n\n\n<h3>AGL Pass Through Charge Breakdown<\/h3>\n\n\n\n<p>Here\u2019s what goes into your pass through charge:<\/p>\n\n\n<ul>\n<li><span style=\"font-weight: 400;\"><strong>Customer Charge:<\/strong> this is a fixed monthly cost that pays for your home\u2019s gas connection<\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Ancillary Service:<\/strong> this covers the cost of meter readings<\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Firm Distribution Charge*:<\/strong> the cost of getting gas delivered to your home\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Peaking Service*:<\/strong> this covers the cost of operating <strong>AGL<\/strong>\u2019s storage facilities above ground on the coldest day of winter (and only applies if you\u2019re in the Valdosta, Macon, or Atlanta delivery areas)\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Social responsibility fee:<\/strong> this is a contribution towards the cost of funding <strong>AGL<\/strong>\u2019s senior citizen discount program (it doesn\u2019t apply if you receive this discount yourself!)<\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Environmental Response Cost Charge*:<\/strong> this is your contribution towards any costs incurred by environmental clean-ups carried out by gas plant sites\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Franchise Recovery Fee*:<\/strong> this covers the fees <strong>AGL<\/strong> has to pay to your local governments if they want to put facilities and gas lines on public rights-of-way.\u00a0<\/span><\/li>\n<\/ul>\n\n\n<p>*All these are affected by your home\u2019s Dedicated Design Day Capacity (DDDC). Now, I bet you\u2019re dying to know\u2026<\/p>\n\n\n\n<h3>What\u2019s a Dedicated Design Day Capacity (DDDC)?<\/h3>\n\n\n\n<p>Your DDDC represents the common cost of getting gas to your home. <strong>AGL<\/strong> bases it on the demand your household places on the system on the coldest day of the year.<\/p>\n\n\n\n<p>By having it factor into these four components of the base charge, <strong>AGL<\/strong> can ensure that customers putting a greater strain on the system contribute more than those using it less.\u00a0<\/p>\n\n\n\n<p>And finally, the extent to which your DDDC affects the base charge will <a href=\"https:\/\/psc.ga.gov\/about-the-psc\/consumer-corner\/natural-gas\/consumer-advisories\/understanding-your-natural-gas-bills\/\">change month to month<\/a>, too. It will cost a little less in summer, and a little more in winter. But that&#8217;s just so it aligns better with your seasonal bill patterns. <\/p>\n\n\n\n<h3>AGL Pass Through Charge, Explained!<\/h3>\n\n\n\n<p>In conclusion, if this all sounds a little dizzying &#8211; don\u2019t worry!
